The Headquarters papers are the top-selling product of Pot & Pan, highly praised by customers. Initially, the pack was created in 1982/3 for a store in Edinburgh, which included a map of the Royal Mile on the back. Unfortunately, the store shut down, and the owner reportedly moved to Portugal. Given that the paper’s popularity extended far beyond Edinburgh, the map was deemed irrelevant. Consequently, the front design of the Cosmic pack was transferred to the back, which is how it is recognized today. A notable feature of Headquarters is the risqué cartoon strip concealed within the roach, depicting a young policewoman undressing.
